User Guide

Everything you need to know about the Domestic Shipping License application process.

DSL Application shall be made to Domestic Shipping License Board (LPPDN) by:

  • A company incorporated under the Companies Act 2016 [Akta 777] with at least 51% of shareholding and composition of company director held by Malaysian citizen.
  • Individuals with Malaysian citizenship (for Malaysian Registered Vessel owned by individual only).
Note: DSL application must be submitted together with the supporting documents specified in paragraph 2.

Company / Individual Documents:

Copy of Memorandum and Articles of Association
Copy of Form 24 (Return of Allotment of Shares)
Copy of Form 49 (Register of Directors, Managers and Secretaries)
Copy of MyKad (for vessel owned by individual)
Letter of Appointment for Agent / Ship Manager (for MISR vessel and Foreign Registered Vessel)

Register an Account

Register at the eDSL portal using your Company Registration No. or IC No.

Log In

Log in using the temporary password sent to your registered email.

Complete & Upload

Fill in the DSL application form and upload all required supporting documents.

Submit & Pay

Submit the application and make payment online via FPX.

Print License

Upon approval, print your license and receipt directly from the portal.

DSL License Fee (Fi Bayaran Lesen DSL) is based on the Nett Tonnage of the Vessel. No other fees are charged.

Applications are reviewed by the Domestic Shipping License Board (LPPDN). Processing period starts from the date complete documents are received.

Applicants will be notified via email upon approval. Ensure your registered email is kept up to date.

Payment is made online through the eDSL portal via FPX (online banking). Receipts can be printed immediately after successful payment.

A DSL may be revoked by LPPDN if the licensee fails to comply with the conditions of the license or violates any provision of the Merchant Shipping Ordinance 1952.

By using the eDSL system, applicants agree to provide accurate information and comply with all conditions set by Jabatan Laut Malaysia and the Domestic Shipping License Board.
