Attention to New Applicants

1. Malaysian ship owners: Must update company profile in the Ship Registration Module (MMDIS). Access via: MMDIS

2. Foreign Vessel agents: Must register or update SSM Certificate and email address via Ship Clearance System (SCS).

★ User ID and temporary password will be auto-generated by the eDSL system. JLM does not provide User ID / temporary passwords manually.

About the New eDSL System

The new eDSL system (launched 1 November 2019) is a MOT Malaysia initiative to develop a comprehensive online end-to-end DSL application system. Applicants can now complete their application, payment, and print licenses fully online.

How to Apply for a DSL

Follow these steps to apply for your Domestic Shipping License online.

Register an Account

Update your email with Jabatan Laut Malaysia first. Then register using your Company Registration No. or IC No.

Complete Your Application

Submit your DSL application with all required supporting documents for your vessel type.

Pay & Print License

Complete payment online based on Nett Tonnage of Vessel and print your license receipt immediately.
